Windows Starter Wallpaper Biography
Starter edition is mainly for emerging markets, and North America / Europe customers cannot even buy it if they wanted to.
Please get your own company's policies straight. While it's true that consumers can't buy shrinkwrap copies of Starter, OEMs can. Which is why you're seeing so many complaints from NA and European customers about its limitations.
Home Premium is suggested if you want the additional flexibility of changing the screen background (and a bunch of other functions that are not available in Starter).

Doesn't help at all. A premium upgrade is pretty expensive -- like 25% of what I originally spent on my netbook. Now, it's OK for MS to charge for fancy features like Aero. But something basic like not having to look at the company logo every time I use the desktop? I'm sorry, that just crosses the line.
